In 1890, John Neville Keynes, the father of John Maynard Keynes, published a book entitled "The Scope and Method of Political Economy". In it, he introduced the distinction between positive economic theory ("Political Economy", in the terminology of his time), economic ethics, and the "art" of economic policy as applied economics. We present Keynes's arguments and ask whether this distinction does still make sense today. Political Economy has lost its classic self-awareness of being an ethical an a political discipline. Rather it works as a methodical reduction of politics to "pure" economics today. But this reduction itself is normatively based, of course. It is the task of Economic Ethics to elucidate the "implicit ethics" of the economic approach and to advance a reflected treatment of the factual tensions between "free" market economy and the principles of a well-ordered society of free citizens. The author goes back to Adam Smith and John Stuart Mill, taking up their conceptual and methodological ideas of an ethically (re-) integrated market economy, and proposes a dual approach of a timely Political Economy that "embeds" functional Systems Economy into a critically normative Social Economy.

This paper analyses how far the German population accepts the current legal provisions for employment protection and which layoff selection criteria are preferred. The empirical evidence is based on a telephone survey, which was conducted in the summer of 2004 (n[asymptotically =]3000). The majority of the respondents are in favour of maintaining the status quo for employment protection. Union members and unemployed respondents prefer stronger employment protection. Moreover, the evidence indicates that the consideration of employer's interests is widely accepted by the German population. The selection criteria considered most fair by employees are in accordance with their tenure (seniority and equity principle) and their qualifications (efficiency and achievement principle).

Using data from the German General Social Survey ALLBUS the paper analyzes determinants of trade union membership in West Germany und discusses the perspectives of trade union policies. We look first on density rates and how they have changed among blue and white collar workers as well as civil servants. Secondly, we classify these groups with respect to qualifications and look for possible patterns. The findings show that the erosion of union membership concerns smaller as well as bigger firms; only large firms with more than 4,000 employees seem to be stable union domains. Logistic regression analyses show that union membership depends on firm size, occupational status and economic attitudes.
