The Zeitschrift fur Personalforschung (ZfP) - German Journal of Human Resource Research - is an academic journal which is concerned with state-of-the-art research in the area of strategic and operative human resource management (HRM) in organisations. The journal seeks to publish articles on the broad subject of HRM without limiting its profile to one particular definition of HRM, discipline or methodology. It seeks to attract contributions which can be in the form of review essays, conceptual papers with critical reflection, and empirical studies, which are particularly welcomed. Its focus on the academic debate sets the ZfP aside from other personnel journals which serve primarily as discussion forums for practitioners and to provide tool application recommendations.

Decentralisation and flexibilisation are the new watchwords encapsulating the principles of current changes in working time regulation. They are also the starting point for a debate about an uncontrollable erosion of working time regulation and Germany's dual system of industrial relations in general. Little is known about how new forms of working time regulation actually operate at establishment level, and whether they really lead in practice to a loss of employee control over working time. In comparison with other European countries, temporary agency work is quite wide-spread in the Netherlands. The German parliament has deregulated the legislation on temporary agency work in 2003, taking into account the Dutch experience. The aim of our paper is to investigate the reasons for differences in the use of temporary agency work between the two countries. Thus, we first compare the regulation of temporary agency work in both countries and provide an overview of its structure, development and extent in Germany and the Netherlands. We show that - contrary to the prevailing view - the share of temporary agency workers in the Netherlands has decreased since 2000. In the discussion on the German system of industrial relations, company-level pacts for employment and competitiveness are thought to be important instruments to gain more flexibility for the supposedly inflexible system of collective bargaining. Initially, company-level employment pacts were meant to help companies during a severe crisis. Meanwhile, these pacts are often used by firms to improve their competitiveness in general. This paper provides descriptive results on the incidence of company-level pacts distinguishing between those preventing a crisis and those improving the competitiveness. The contemporary debate on corporate health care focuses on voluntary activities which usually involve additional costs for companies. Referring to the concept of rationalized myth in sociological new institutionalism this paper investigates rationales for corporate health care in the Austrian context. Based on a causal mapping analysis of accounts on health care purposes in project reports of 40 Austrian companies the study analyzes how companies rationalize their activities with accounts of employee health improvement, human resource management measures and organizational performance criteria.
