The Zeitschrift fur Personalforschung (ZfP) - German Journal of Human Resource Research - is an academic journal which is concerned with state-of-the-art research in the area of strategic and operative human resource management (HRM) in organisations. The journal seeks to publish articles on the broad subject of HRM without limiting its profile to one particular definition of HRM, discipline or methodology. It seeks to attract contributions which can be in the form of review essays, conceptual papers with critical reflection, and empirical studies, which are particularly welcomed. Recognising the interdenominational conflicts that have shaped the historical formation of the German welfare state, this paper examines the specific contributions of Catholic social thought, as outlined in the solidaristic approach of Heinrich Pesch SJ. The programmatic framework of Pesch's solidarism is explored in the context of the contemporary discourse on social policy that was promoted by the Historical School, in particular by Adolph Wagner, Gustav Schmoller and Werner Sombart. The leitmotif of that conceptual reconstruction is provided by the normative foundations of social policy in terms of an institutional regulation of socio-economic change. The ensuing comparative assessment is meant to contribute to an understanding of the intellectual history of the German welfare state.

This article introduces a model of productive leadership structures. It is based on the idea that structures should stimulate dialectical processes which activate functional and simultaneously restrict dysfunctional behavioural tendencies of the management team. The structural dialectics are part of a more comprehensive concept called "tensegrity", which, besides the dialectic part, embraces the socio-political conditions in the leadership system which enable dialectic structures to unfold their positive energy. In the second part of the article I present the results of an empirical study conceived to test some basic hypotheses of the theoretical approach.
