The most recent years in the social dialogue between employers' associations and trade unions at EU level are characterised by 'autonomy'. Autonomous social dialogue means that a joint 'implementation-oriented' but legally non-binding social partner document is due to be implemented by the social partners themselves, i.e. by their respective national member organisations. These documents are called 'new generation texts' by the European Commission. Employers' associations in the metalworking industry have developed new strategies concerning both their organisational development and collective bargaining, impressed by growing membership losses and increasing critics by small and medium-sized enterprises. These strategies are the foundation of employers' associations without commitment to the collective bargaining agreements on the one and the decentralisation of collective bargaining agreements on the other hand. This paper deals with the current situation and future prospects for social dialogue, in particular, at the sectoral level. In contrast to the majority of other contributions, this article focuses on the neglected phases of transposition and implementation. It presents first a short overview of the development of traditional social dialogue up to the major restructuring in the late 1990s. Next, it focuses on the currently dominant forms and their development and controversial judgements. Then it analyses the next generation of autonomous, bilateral dialogues, their prospects, and the future role of the European Commission. The article concludes with a short analysis of the outlook for the contribution of these social dialogues to the development of "European" industrial relations.

Individual professional associations have fought for independent labour agreements in recent years. The success of these groups has provoked competitive bidding with the established DGB unions. Analysis of the examples of the Vereinigung Cockpit, Marburger Bund and GDL shows that the rise of these professional unions depends on specific conditions. The three cases present historical, and organisational, features which could be activated through specific opportunity structures. This implies that other professional groups are unlikely follow the examples of the pilots, doctors, and engineers. In comparison with other European countries, temporary agency work is quite wide-spread in the Netherlands. The German parliament has deregulated the legislation on temporary agency work in 2003, taking into account the Dutch experience. The aim of our paper is to investigate the reasons for differences in the use of temporary agency work between the two countries. Thus, we first compare the regulation of temporary agency work in both countries and provide an overview of its structure, development and extent in Germany and the Netherlands. We show that - contrary to the prevailing view - the share of temporary agency workers in the Netherlands has decreased since 2000.
