During recent years, German Health Policy has been subject to extensive reform activity. Since the early 1990s, there have been at least seven substantial healthcare reforms and many smaller ones. Against this background, the paper argues that it is more apposite to speak of one "institutionalized reform", instead of separate reforms. Every single reform seems to be only one step, which in itself does not end the reform process, but which is another step in the direction of the next reform. On the basis of three case studies, the paper argues that there is a basis of one "institutionalized reform" (but to be implemented in small steps) in the reform process for two main reasons: either the reform has been planned badly or planned as a learning system and has to be adjusted to correct de...

Cell-mediated immunity (CMI) response of healthy humans and cancer (Ca) patients to specific tumor antigen and nonspecific (LDV - lactate dehydrogenase virus) antigen, and of acute myocardial infarction (AMI) and schizophrenia (Sch) patients to nonspecific antigen was investigated. Large differences of CMI response of healthy humans in comparison with Ca, AMI, Sch patients were found. CMI response to antigens displays transferred information about cells under immune surveillance. LDV disturbs the oxidative energy production system. We assume that CMI response to LDV antigen monitors pathological states of mitochondrial energy production which results in disturbances of electromagnetic activity of living cells.

In order to meet the Kyoto Protocol's greenhouse gas emissions targets, the EU has implemented an Emissions Trading Scheme (EU ETS) as a cornerstone of its climate policy. The main attribute of this mechanism is its inherent flexibility. It offers companies the possibility of tailoring a carbon management strategy that is the most cost-effective, i.e. reducing actual emissions vs. buying allowances to emit. Although the EU ETS was launched in 2005, to date little is known about its implications for corporate carbon management. The study provides some original insights into corporate carbon management strategies by deploying a case study of two Slovenian manufacturing companies.

The paper provides an overview of the state of corporate environmental management in Hungary compared to older EU and OECD states. It also explores the complex relationship between the implementation of environmental management practices and corporate environmental and business performance. This article deals with a model of worker participation which was introduced in a German car dealership and repair shop in the 1960s and which goes far beyond the legal framework of German codetermination ("Mitbestimmung"). The model comprises full codetermination in economic affairs, substantial gain-sharing, participation through work teams on the shop floor, and the "neutralization of capital" (i.e., transfer of owner's property rights to a foundation). The significance of these four elements is described in theoretical terms. The development was evaluated by interviewing a representative sample of the company's employees. The economic and social success of the company leads to the question of how industrial democracy can be further advanced in the future.

This paper provides a comprehensive analysis of foreign investors' ownership strategies in the land-locked transition economy of Mongolia. Drawing on a sample of 1.033 affiliates of foreign investors with varying levels of foreign ownership, the paper examines the choice between a wholly owned subsidiary (WOS) and a joint venture (JV). The results show that the main determinants of foreign equity ownership found in previous research also influence the ownership structure of foreign affiliates in Mongolia. The extent of FDI concentration, natural resource intensity of target industry and location of the affiliate have the expected impact on the foreign investor's choice between a JV and a WOS. However, no support has been found for the impact of capital size of affiliate on the level of ...
