Between 1999 and 2002 more than 2300 companies from all over the world made illicit payments to the Iraqi government adding up to 1.8 billion US-Dollars. This was in spite of the fact that the UN-Security Council had sanctioned the country with an embargo. The article discusses the contribution of German and French enterprises into corrupting the Oil for Food-programme. For this purpose the transactions in the sales of Iraqi oil and in the purchase of humanitarian goods are analysed separately. Reflecting on the lessons learned in the Oil for Food-programme, recommendations are given for the prevention of corruption in weak governance zones.
