In 1890, John Neville Keynes, the father of John Maynard Keynes, published a book entitled "The Scope and Method of Political Economy". In it, he introduced the distinction between positive economic theory ("Political Economy", in the terminology of his time), economic ethics, and the "art" of economic policy as applied economics. We present Keynes's arguments and ask whether this distinction does still make sense today. In particular, we confront it with methodological questions such as value-free scientific inquiry, with developments in economics such as the rise of public choice and other forms of "economic imperialism", and with debates in ethics such as meta-ethical questions about the scientific status of ethical prescriptions. We argue for an extension of the scope of positive ec...

The study presents a quantitative analysis of publications of business scholars and practitioners in six major German-speaking journals over the period from 1992 to 2001. The measure of research output is used as an indicator of research performance of scholars and institutions. The present analysis replicates and extends a previous study conducted ten years ago. Results suggest that the share of full professors and practitioners who contribute to the major journals has decreased while the share of junior academics has increased. As a common feature of all journals included in the study their international exposure is low. The ranking of business schools has not changed very much compared to the time period of the previous study.

The German discourse on Human Capital Management (HCM) has a long history which resulted in the manifoldness of notions connected with HCM. The exact specification of the meaning of HCM basically depends on the frame of reference used: the frame of the past, of the present or of the future. The present article which concentrates on the German aspects of the HCM debate is aimed at systematizing this discourse by outlining the past and present HCM development in Germany as well as its future perspectives.
