This article presents the results of a qualitative research project aimed at examining how Human Resource (HR) practitioners interpret HR strategy and strategic change. We will illustrate how they develop HR strategy by relying on a system of shared practices which, in turn, constitute the underlying relational dynamics. We argue that HR strategy is embedded in a (rhetorical) network of middle and top managers from HR departments and corresponding operational departments. This implies that HR strategy happens in a social process, more precisely in practices -in-use. Drawing on a systemic constructionist framework, the article discusses the nature of practices -in-use and presents findings from an inductive analysis of a qualitative HR study. Recent years have witnessed increasing state involvement in the Russian enterprise sector, which has been met with contradictory reactions from investors. In the current article, we discuss the development of privatisation and corporate governance in Russia in comparison to other CIS. We provide three company cases with subsequent discussion on ownership, control, and corporate governance in Russia, given the increasing state leverage in the country's industrial sector. Aimed at facilitating discussion among policy makers, investors, and academics alike, we finally offer an insight into strategic dimensions of the Russian enterprise sector by developing a matrix of strategic government policies within the Russian industry.

Human rights have traditionally been considered a domain of governments. The ongoing economic globalization, however, has rendered this state-centered view increasingly inadequate. In this contribution we will argue that also the powerful transnational corporations must bear more and more direct responsibility for the impact of their actions on human rights. Florian Wettstein and Sandra Waddock will first clarify the conceptual connection between existing approaches to corporate citizenship (CC) and corporate social responsibility (CSR) and the newly emerging "business and human rights" debate. Partly in contradiction to the "traditional" view on CSR/CC as a voluntary affair for business, we will then plea for mandatory human rights standards for corporations. However, human rights obli...
