The main objective of the article is to analyse the current state of the innovation activity among the Russian enterprises. The empirical evidence shows only 13% of the sample indicated that innovation is the first priority for the firm. We propose that the Russian Government designs innovation policies which takes into account the differences between the industries. Innovation Culture is a fuzzy but well-established topic both in academic research and corporate innovation management. However, its often claimed relevance for innovation success has rarely been tested empirically. This study contributes to the literature, suggesting a focussed reconceptualization of innovation culture as the way that errors and failures are dealt with in organizations. Using empirical data from 408 product innovation projects of high-technology corporations, this study describes typical "failure cultures": The findings suggest that the common rhetoric of "error tolerance" in organizations is not quite realistic.
