This article examines the contributions of the state as well as of "economic and social partners" (business/employer associations and unions) to support the independent TV and film production on the basis of an international comparison of Germany and Great Britain. The British State has improved the position of the independent TV and film production sector by its media policy. In Germany, by contrast, the state has abstained from strengthening the independent TV and film production sector by regulative means. In addition, German associations and unions are not part of the negotiation and implementation process of media policy to the same extent as they are in Great Britain.
