This hints at the general fact that "justice" cannot be reduced to mere efficiency questions as economists very often tend to assume. Therefore, this paper deals with opportunities to include aspects of social justice in economic analyses.   • This paper provides an overview of the sequential shift towards activating labor market and social policy in Germany. It not only shows the changes in the instruments of active and passive labor market policies but also analyzes the implications of this change for the political economy and the legal structure of a "Bismarckian" welfare state.   • Growing diffusion of temporary agency work, in conjunction with the growing importance of human capital management, leads to the question who invests in the human capital of temporary agency workers. Therefore, we investigate the parties' incentives to invest and review the small number of existing empirical works. We show that there are incentives for all parties to invest even in general human capital, using the human capital theory and the concept of psychological contracts. Clients' incentives to invest crucially depend on their motives for using temporary agency work. Additionally, we analyze the evolving externalities of the investments and draw some conclusions concerning the implications for the further training of temporary agency workers.

  • To evaluate the prevalence in Eastern Europe of a little discussed illegitimate wage practice in which employers pay their formal employees both a declared wage and an undeclared 'envelope wage', an extensive survey involving 10,671 face-to-face interviews in eleven post-socialist societies is here reported. The finding is that 10 per cent of all employees received envelope wages during the last 12 months amounting on average to two fifths of their gross annual wage. Revealing how although unevenly distributed, this wage practice is nonetheless ubiquitous throughout Eastern Europe, the paper concludes by briefly reviewing policy options for tackling this labour arrangement.   • Using a longitudinal case study approach this study examines the approaches to international industrial relations (IIR) in eleven Chinese multinational corporations MNCs. It reveals that the Chinese MNCs adopted an integrative approach to IIR, combining both the home and host country industrial relations (IR) systems. The extent of home-based or host-based IR was dependent on the MNC's bargaining power, which was determined by the size of the subsidiaries, their abilities to transfer knowledge and technology, and their reliance on the host market. International experience and industry also affected IIR approaches. The practical implications of the findings are discussed.
