We look at the wealth generated for shareholders of energy assets in Central and Eastern Europe (CEE) by the announcement of cross-border mergers or acquisitions involving a bidder from a Western industrialized country between 1995 and 2005. The impact on both the performance improvements at the firm level as well as on an industry and economic level of foreign ownership of the energy assets in CEE are discussed. The main driver behind the positive effect is the industrial relatedness in acquiring CEE energy assets, while bidder experience and the relative size of the acquired stake do not impact the results significantly.

A review is given of Fröhlich's approach to biology from the side of theoretical physics, and illustrated in the context of his prediction of three types of coherent excitations in living systems based on their dielectric and elastic properties and far-from-equilibrium (non-linear) character. Supporting experimental evidence is presented, and the difficulty in achieving reproducibility addressed. His envisaged role of coherent excitations in cell division and its control is outlined, together with the implications for cancer - as understood at the time of his work.

German health care policy is characterized by a paradigm shift initiated by the enactment of the Health Care Structure Act in 1992. This fundamental change is both affecting in its care structures and its financial and regulatory mechanisms. This transformation is an expression of a paradigm change in health policy initiated during the first half of the 1990s. This paradigm change in health policy increasingly favours the goal of adapting the health care system to the perceived requirements of a globalised economy at the expense of the aim of covering the social life-risk of 'sickness'. Since it began, health policy has proceeded down that chosen development path, generally by means of incremental reforms. In terms of care structures the paradigm change involves modernization and ration...

Information is a critical resource in innovation processes. External information can be helpful in innovation processes to complete them successfully. SMEs in particular are therefore advised to draw on consulting in innovation processes, as they cannot ensure the necessary information flow internally due to the lesser resources they have compared to larger companies. To promote economically relevant information of SMEs, the public sector provides specific advisory services. These services, however, are rarely utilized compared to direct customer and supplier contacts. From strategic management's point of view, the involvement of intermediaries in the innovation process is accompanied by the risk of losing specific knowledge to the business environment. Based on an empirical comparative...

The Dutch police system has been under pressure during the last decades. Critical debates focused on police' dealing with the growing (perceived) insecurity, the administrative problems of size and efficiency, the core tasks of the police, the distribution of power over the police and it's accountability. These issues have become even more relevant since integrated local safety policies have been developed to tackle public safety problems by the police together with more and different partners, within government or even outside of it. At the same time the national government wants to direct its local and regional partners more, while holding on to local performance. The aim of this article is to show the developments of the last decades that have influenced the (re)organization of the p...
