This article presents the results of a qualitative research project aimed at examining how Human Resource (HR) practitioners interpret HR strategy and strategic change. We will illustrate how they develop HR strategy by relying on a system of shared practices which, in turn, constitute the underlying relational dynamics. We argue that HR strategy is embedded in a (rhetorical) network of middle and top managers from HR departments and corresponding operational departments. After the shift from centrally planned to market economies, CEE countries experienced significant changes in the world of work. Full employment was replaced by a distortion in labour markets, a rapid rise in unemployment and intensive labour emigration. The following questions are discussed: (1) Can the people in CEE countries be characterized by similar work-related values? (2) Is there any diversity in attitudes towards superiors in the transition countries? To answer these questions, findings of the European Values Study are used. The comparison of data from fourteen CEE countries shows that, concerning workrelated values, two groups of countries can be differentiated. There are interdependencies between the market economy and more general values in modern European societies. In this article, the contribution of both theory and more practical morals of the market are discussed. Another source of influence on values is the unselfishness demanded by religion and honored by most philosophers. Whether this demand is positive is also discussed.
