Rationalization in its different forms is an important aspect of life within German establishments. The paper analyzes different restructuring projects which can be associated with the rationalization concepts of "operational decentralization" and "strategic management of boundaries" and discusses their impact on establishment-level codetermination through works councils. The analysis is based on the 2006 WSI-survey of establishment-level restructuring which focuses on the intensity of restructuring as well as on the depth of participation of works councils. The comparison of operational decentralization and strategic management of boundaries reveals important differences.

Existing studies examining the impact of human and organizational capital on firm performance are based on data for firms from various industries. However, a review of existing research as well as a case study on the German mechanical engineering industry presented in this article, suggests that an industry-focused, insider-econometric design would be more appropriate. Who Makes Use of HR-Outsourcing? Key Structural Variables and their Influence on the Demand for Personnel Services:
As yet, there is little reliable data on the use of personnel services by firms. Based on our survey of 1,021 firms, we analyze firm characteristics and their impact on the demand for personnel services and thus seek to lessen the knowledge gap in this area. We investigate the relationship between firm characteristics such as size, industry, region, collective bargaining coverage and the existence of a works council and HR outsourcing. Our empirical analysis indicates that firm size has the greatest impact and influences both the probability of use for each personnel service and the number of personnel services used. [PUB ABSTRACT]
