This paper deals with the current situation and future prospects for social dialogue, in particular, at the sectoral level. In contrast to the majority of other contributions, this article focuses on the neglected phases of transposition and implementation. It presents first a short overview of the development of traditional social dialogue up to the major restructuring in the late 1990s. Next, it focuses on the currently dominant forms and their development and controversial judgements. Then it analyses the next generation of autonomous, bilateral dialogues, their prospects, and the future role of the European Commission. The article concludes with a short analysis of the outlook for the contribution of these social dialogues to the development of "European" industrial relations.

With the advancement of the eastern enlargement of the EU, some advocates of the European social model saw enlargement as the "Trojan horse" against Europeanization, for the Americanization of Europe. In response, the EU recommended the strengthening of social partnership among business, labor and the state in candidate countries. This paper reveals four major venues for change: (1) emphasis on a new philosophy of social dialogue as social governance; (2) broadening the scope of participants in social dialogue; (3) development of autonomous and multi-level social dialogue among the organizations of employees and employers; and (4) capacity building for participation of the social partners in EU-level social dialogue.

The evolution of the view and practice of "social partnership" is one basic element in the construction of the European Union. The paper gives an overview on the key actors and institutions of Labour Relations System (LRS) with special focus on the micro- small and medium sized enteprises (SME). In the first section, the author describes the key social partners and institutions of the LRS in the countries participating in an international research project carried out in 2003-2006 and supported by the Leonardo Programme of the EU (Annex 1). The second section of the paper deals with the particular features of the LRS in the SME sector. The strong "informality" of social dialogue is the key institutional pattern of LRS in the SME sector.

This paper aims at discussing some facets of the emerging European level of collective negotiations. The paper argues that in general the acquis communautaire and other international acts can already accommodate this new category of agreements. At the same time it finds out that lack of a specific legal framework may have negative implications for the binding force of the agreements in question and for their enforcement. The existence of those agreements beyond or parallel to law causes hence confusion in regard to roles that the social partners at the national and the European level should play.
