Europe was marked in 2004 by two distinct developments. Firstly, the European Union (EU) was enlarged through the incorporation of a group of ten central, eastern and southern European states, thus giving the EU a new trajectory the direction and end of which is yet to be determined. secondly, the EU states which welcomed the new members still retained significant differences in their political drive towards European harmonization; the United Kingdom and Sweden, for example, were still outside the Single Currency. In this broad European framework the profound transformations, not only in Europe but in the international dimension, impacting on work must be understood so that policy makers, and in particular the social partners, are able to respond.
