The Facts.—Article 9, § 2, of the Agreement of 28 June, 1919, concerning the military occupation of the Rhineland, read as follows: “Food supplies, arms, clothing, equipment and provisions of all kinds for the use of the Allied and Associated Armies … shall be transported free of charge and free of all import duties of any kind.”

With a view to protecting German interests against illicit imports, an agreement was concluded between the German and the occupying authorities whereby the sale of goods belonging to the army of occupation should be notified to certain German control authorities.
